This bill presented to Congress proposes a prohibition of
abortion and makes any violation a class 3 felony. The two exceptions to the
law are: a licensed physician performs a medical procedure designed to prevent
the death of a mother and makes reasonable medical efforts to preserve the life
of both the mother and the life of the unborn child; and a licensed physician
provides medical treatment to the mother that results in the accidental or
unintentional injury or death to the unborn child.
